Eugen Fischer was born in 1951 in a small town in Baden to a wealthy landowner and a mother who died sometime during his infancy. He is most famous for his anthropological work and for being the Reichskommissar of the Vatican II Hitlerite Protectorate of Uganda.
In 1972 Eugen graduated from college at the University of Bielefeld with a degree in physical anthropology. In 1973, he unknowingly asked Grem Grems (he only knew of his racial views, not his work in the Novus Ordo or NSDAP) for employment, which Grem Grems accepted. Later that year, he was sent to Uganda to help survey the land the Novus Ordo recently acquired and to study its people. Being impressed by his work, Grem Grems personally requested him to join the ranks of the Novus Ordo. While he initially denied it, his father, who had served in the Wehrmacht, pressured him into joining. In October 1974, he was officially sworn into the SS' anthropology division and was transferred as Grem Grems' chief anthropologist.
In 1978, he was asked to lead Uganda thanks to his knowledge of the area, his proficiency in the language, and his understanding of its people. He accepted and has been governing since then.
In 2024, several rebellions broke out in Uganda protesting against the Novus Ordo and the TND plan known as "generalplan sud". When rebel forces stormed the capital of Kampala, Eugen was held hostage and was being held for ransom, demanding that the Novus Ordo leave Uganda in exchange that the hostages be left alive. In retaliation, Grem Grems sent General der Infanterie Kevin Hertel with his 76,000 troops to encircle Kampala and rescue the hostages including Eugen. After a 2 day battle, nearly all of the Ugandans were dead, and the few that survived were executed. Eugen upon being freed granted Hertel emergency powers and allowed him to seize full control of the militia and the judicial system. After the uprising was ended 2 weeks later, Hertel took every surrendering Ugandan and publically crucified them on every main road as a sign to not fight back, giving him the nickname of the "Butcher of Uganda"
